So what has happened today and over the last 24 hours or so is that the Coalition in the Senate has ensured that we have spent more time debating whether to debate the Carbon Pollution Reduction Scheme, than actually debating it. It also - let's remember this - it was also one of the election commitments made by John Howard that they would take action on climate change.

EPA Establishes Mandatory Greenhouse Gas Reporting
The EPA is creating a nationwide database of greenhouse gas emissions, an important first step on the path to reducing U.S. emissions.
The Environmental Protection Agency released a proposed “Mandatory Greenhouse Gas Reporting Rule” for sixty days of public comment, with a final rule expected in late 2009. The proposal would cover 85 to 90 percent of US greenhouse gas emissions. This process is the result of legislation passed in December, 2007 that directed the EPA to design a national, mandatory GHG emissions registry. EPA’s work on a national registry lagged under the previous administration, but has received fast-track priority under incoming Administrator Lisa Jackson.

Poor data, weak agencies hamstring U.N. environmental oversight
UNITED NATIONS -- The global environmental management system is in disarray.
Little is known about some basic indicators about the health of ecosystems because of a lack of standardized environmental statistics and incomplete information, U.N. insiders and independent auditors say. And even if its statistics were solid, they say, the United Nations' ability to act on them is not.
With the need for data growing as governments gird to battle global warming, revitalize agriculture in developing countries, provide safe drinking water and devise schemes to protect and rebuild depleted fisheries, information-gathering is getting worse, according to several interviews and audit reports.

16/03/2009 - The one good thing about the economic downturn was that it was supposed to cut greenhouse gas emissions - but it hasn't even done that.
Fresh data indicates Australia's emissions continued to grow in the December quarter.
Experts had tipped the economic slowdown would shrink Australia's carbon footprint because there would be less industrial, agricultural and construction activity.
The Climate Institute has crunched the data for electricity and fuel use for the December quarter and found emissions from those sectors rose by 800,000 tonnes.

WRI's Annual Carbon Dioxide Inventory Report
This report presents WRI’s CO2 inventory for calendar years 2006 and 2007. It details emission sources included and excluded from the inventory, describes how emissions data were collected and calculated, summarizes how emissions have changed over time, and describes WRI’s GHG management activities.
WRI’s total emissions were 1,125 metric tons of CO2 in 2006 and 1,288 metric tons of CO2 in 2007. This represents an approximately 6% and 21% increase above our 2000 base year emissions, respectively. WRI has committed to offset its emissions to achieve its goal of a “net zero” emissions balance every year. For 2006, WRI procured offset credits through the Chicago Climate Exchange (CCX), a voluntary, U.S.-based emissions trading program. For 2007, WRI purchased credits compliant under the Clean Development Mechanism of the Kyoto Protocol, known as certified emission reductions (CERs). These credits were sourced from a landfill gas to energy project in China and a renewable (wind) energy project in India. In 2009, WRI intends to release a review document that describes the Institute’s recent decision-making process regarding offsets and its experiences with purchasing CERs.
Finally, this report highlights two important greenhouse gas management activities that took place during 2006-2007:
LEED Gold Certification of WRI’s office expansion space which includes a rating for energy efficiency; and
The design of a new green roof project for WRI’s office building that will help increase building insulation.
